Residential Appraiser
Yakima County Department Of Property Assessment Residential Appraiser $3,193 per month. The Residential Appraiser is responsible for appraising property to determine its fair market value. Visits residential and agricultural property as well as those designated as new construction within Yakima County; uses accepted appraisal techniques and residential property knowledge to perform valuation of the property and determines, lists and refines characteristics for ad valorem taxes according to state law. Requires an Associate's Degree and one year of appraisal experience or the equivalent.
Overview:
This position is responsible for appraising property to determine its fair market value. Visits residential and agricultural property as well as those designated as new construction within Yakima County; uses accepted appraisal techniques and residential property knowledge to perform valuation of the property and determines, lists and refines characteristics for ad valorem taxes according to state law.
Responsibilities:
Collect, review and validate market data for market analysis and ratio studies; establishes factors of cost, depreciation, functional and economical obsolescence and fair market value. Performs field inspections to establish value for ad valorem tax. Analyzes land and improved sales and correlates cost to market value to determine the market value of Residential property
Locates, inspects and classifies properties denoting class, style, quality, and important characteristics. Estimates the market value of each property for assessment purposes based on market analysis.
Maintains close liaison with the Lead Appraiser concerning market analysis, revaluation progress, program status, work quality, quantity and potential problem areas of the assigned appraisal responsibilities.
Prepares appraisal cases for presentation before the County Board of Equalization and Board of Tax Appeals
Performs other duties as required including duties of the entry level.
Qualifications:
Education And Experience:
Associate's Degree and one year of appraisal experience or the equivalent combination of education and experience to perform the essential duties of the job.
Note: General experience in real estate sales, rentals or transfers is not considered as qualifying experience at this level. Experience will be considered qualifying only if directly related to appraisal work.
Required:
Washington State Certification for Appraisers required within one year of appointment and duration of employment. Training and classes provided by Assessor’s Office.
Valid Washington State Driver’s License and proof of insurance, if requested.
Uniform Standards of Professional Appraisal Practice Certification required within three years of certification. Training and classes provided by Assessor’s Office.
This is a Yakima County Courthouse Master Contract Bargaining Unit, Local 2658 position. As a condition of employment you are required to become a member of the Unit or pay representation fees per the negotiated contract.
Preferred:
Computer appraisal software and spreadsheet/database experience
Successful completion of IAAO courses 1,2, and 301 or equivalent
Required Knowledge And Skill:
Knowledge of:
Building materials, equipment, workmanship and general construction quality as applied to all classes of buildings.
Standard appraisal methods and techniques including the cost, income and market methods of appraisal;
Laws, regulations and court decisions affecting appraising;
Legal descriptions;
Customer service techniques.
Skills (and abilities):
Applying appraisal principles and techniques;
Reading and interpreting maps, aerial photos and property descriptions;
Exercising sound judgment in developing and analyzing information;
Giving presentations in support of appraisal determinations;
Paying attention to detail and accuracy;
Preparing and processing documents related to property appraisal;
Performing a variety of calculations;
Using office equipment such as phones, copies, calculators and fax machines;
Using a personal computer and related software applications;
Establishing and maintaining effective interpersonal relationships with County and other officials, at all organizational levels and with the public;
Communication, both oral and written, sufficient to exchange or convey information and to give or receive work direction.
