Financial Manager
This position is responsible and accountable for managing, planning, directing, and maintaining all accounting and financial functions, principles, practices, and procedures of the company, to include general ledger, payroll, accounts payable, accounts receivable, asset management, work order inventory transactions, carrier access billing system, capital credit procedures, company cash flow, preparation of annual operating and capital budgets, regulatory filings, tax and audit activities, cost study, effective internal control procedures, financing and investment options.
Essential Job Functions & Responsibilities:
- Manages all accounting and financial activities by assigning work, checking quality of work, answering questions, handling personnel issues, and monitoring work flow to ensure timely completion of accounting and finance activities.
- Oversees the operations of the accounting department, including the design of an organizational structure adequate for achieving the department's goals and objectives.
- Monitors company cash flow situation by updating cash flow projections, investing in company funds, analyzing long-term debt, and reviewing accounts receivable reports and weekly cash requirements.
- Monitors and follows a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the company's reported financial results and ensures that reported results comply with generally accepted accounting principles.
- Monitors and directs the implementation of strategic business plans.
- Ensures accurate record keeping and reporting by developing record keeping guidelines and preparing, analyzing and reviewing various financial reports. Reviews and distributes monthly financial statements. Files compliance reports with appropriate agencies.
- Provides support and insight in formulating the company's future direction and supporting tactical initiatives.
- Provides for continual improvement of budgeting process through education of department managers on financial issues impacting company operations and department budgets.
- Provides formal and informal training/coaching along with performance feedback.
- Develops and communicates goals for department and individual direct reports that support employee development and the company's mission.
- Develops financial strategies by forecasting capital, facilities and staff requirements and identifying monetary resources.
- Develops financial tax strategies.
- Develops performance measures that support the company's strategic direction and provides the metrics tied to that strategy.
- Performs all other related duties as assigned by management.
Knowledge, Skills and Abilities:
- Knowledge of telecommunications industry accounting practices.
- Knowledge of generally accepted accounting principles (GAAP), financial statement preparation, financial management, budgeting and forecasting, business and implementation plan development, investor and financial markets.
- Knowledge of accounting practices and procedures.
- Knowledge of state sales and use tax regulations.
- Knowledge of computerized general ledger and accounts payable software; experience with NISC software desirable.
- Knowledge of company products and services.
- Skill in using personal computer and Microsoft Office software.
- Skill in oral and written communications.
- Skill in problem solving.
- Skill in directing accounting operations for the purpose of ensuring effective and efficient operation of the company's accounting office.

Education and Experience:
- Bachelor's degree or Associate degree in Accounting or related field plus five to seven years accounting experience with at least three years in a supervisory capacity is required. CPA designation and experience in the Telecom industry are preferred.
Reporting Requirements: Reports to WRT Headquarters in Hazen, ND and must reside within WRT service area.
