GENERAL MANAGER
CLASSIFICATION: Management/Exempt
REPORTS TO: Board of Trustees
POSITION CONTROL AND AUTHORITY: The General Manager (GM) reports directly to the President of the Association and Board of Trustees (BOT). (S)he will oversee compliance to Washington State law, Pacific County Code and Surfside Homeowners Association governing documents including, the Articles of Incorporation, Bylaws, Covenants, and Board Policies and Procedures.
BASIC ASSIGNMENT:
The GM is responsible for the supervision, development, operation, and maintenance of the Surfside Homeowners Association Water Distribution System, Surfside-owned buildings and lands, and all field operations in compliance with Federal, State and Local mandates. (S)he will supervise water systems operations and maintenance, administrative staff and office staff.

- Positive participation in daily association operations.
- Represent the association in a positive manner within Surfside and with outside Federal, State and Local Governments and entities.
- Practice safety measures to prevent endangerment to self and others.
- Use appropriate safety equipment necessary to perform job duties.
- Take care in the use of association equipment, machinery and resources.
The General Manager’s Responsibilities include but are not limited to those shown above. Other responsibilities may be assigned by the Board of Trustees.
JOB POSITION DUTIES:
- Coordinate activities and operations within and between departments and Surfside committees.
- Collaboratively develop improved operational procedures within departments and Surfside committees.
- Provide leadership on major projects that require significant planning and follow-up time as approved by the Board of Trustees.
- Support, recruit and provide appreciation activities for all staff and volunteer operations.
- Provide overall supervision and coordination of staff.
- In cooperation with the designated trustee, annually review employee job descriptions and evaluations and make recommendations to the Board of Trustees regarding staffing.
- Provide office presence commensurate with office schedule. Attendance required for, but not limited to HOA office hours, Board meetings, special meetings called by the Board, HOA annual meeting and emergency operations.
- Provide supervision as necessary beyond normal business hours.
- Conduct periodic reassessments of Surfside Homeowners Association strategic vision and plan.
- Recommend programs and services by studying the changing needs of HOA; identifying and anticipating community service trends; evaluating and offering options to the Board of trustees.
- Provide Association services by evaluating and improving a functional structure; delegating authority, optimizing staffing.
- Maintain Association staff by recruiting, selecting, orienting, and training employees.
- Maintain Association staff and volunteer’s through coaching, counseling, training, planning, monitoring, and analyzing results.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
- Achieve financial objectives by working with the Treasurer, Bookkeeper, and Volunteer Committee Chairmen to develop and recommend an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions; anticipating long-term issues.
- Enforce Board decisions by developing, monitoring, and enforcing policies and procedures.
- Comply with Federal, State, and Local laws and regulations by studying existing and new legislation; anticipating future legislation; enforcing adherence to requirements; advising the Board on needed actions.
- Promote Association services by coordinating and cooperating with Federal, State, and Local Government entities.
- Keep the Board informed by collecting, analyzing, and summarizing information and trends; remaining accessible; answering questions and requests.
- Maintains rapport with the community by meeting with members and committees; reaching out to resolve concerns and settle disputes when possible.
- Demonstrates knowledge and understanding of the duties and requirements for a State of Washington Department of Health Water Distribution Manager II certification, Water Treatment Plant Operator I certification, and a Cross Connection Specialist certification.
The General Manager’s Duties include but are not limited to those shown above. Other duties may be assigned by the Board of Trustees.
REQUIREMENTS / QUALIFICATIONS:
- A minimum Bachelor’s degree in Business Administration, Business Management, Public Administration or related field.
- A minimum of three years experience in a management position specializing in an administrative, development and/or organizational capacity.
- Experience in management of a home owners association or City Government is preferred.
- Experience in management of a municipal water system is preferred.
- Demonstrated high level leadership and management experience in organizations or agencies of the approximate size and complexity of the Surfside Homeowners Association.
- Knowledge of key issues facing communities like Surfside Homeowners Association, and the methods of addressing them commonly accepted by homeowners associations.
- Demonstrated ability to coordinate the activities of the Board, staff members, and volunteers.
- Demonstrated knowledge and application of customer and marketing concepts, leadership, strategic planning, process improvement, human resource management, management information systems, and the measurement, assessment, and evaluation of results.
- Excellent written and verbal communication skills, computer skills, interpersonal skills, leadership and supervisory skills.
- Must be Bondable.
