REPORTS TO: Executive Director of Finance and Operations

PRIMARY PURPOSE:
The primary purpose of this job is to provide safe and efficient transportation of District students for curricular and extracurricular activities through a positive and secure environment.
ESSENTIAL FUNCTIONS*:
- Ensure the efficient operation of all elements of transportation services.
- Complies with all state laws and regulations regarding school transportation.
- Maintains safety standards in conformance with state and insurance regulations.
- Supervise all transportation personnel. Conduct annual performance evaluations, and make recommendations for appropriate employment actions.
- Consult and serve on the District’s negotiating team for collective bargaining.
- Advises Superintendent on road hazards for school closures or delays during inclement weather.
- Work with principals and staff for planning special school trips.
- Assist the District and planning committee in establishing school boundaries.
- Establish, organize and revise bus routes to allow for safe bus stops and safe walking distances for all students (according to their individual needs where applicable). Allow for optimum load efficiency and for daily fluctuation in riders.
- Provide route schedules and information to maximize efficient and cost effective travel paths.
- Regularly observe bus route drivers, ensuring conformity to safe driving practices, established routes, and prescribed schedules.
- Oversee and prepare all reports required in the Student Transportation Reporting System (STARS). Including the timely submission of the Student Ridership Count Reports.
- Notify administration in the event of a bus accident; investigate and comply with reporting requirements.
- Participate in bus inspections as required.
- Organize and oversee bus evacuation drills.
- Ensure prompt attention of student disciplinary problems on school buses; oversee the prompt entry of bus violations into the online system by drivers and follow up on these entries, meet with principal and/or parents when necessary to recommend appropriate actions to eliminate such problems.
- Attend administrative and staff meetings. Meet with members of the transportation department for problem-solving and planning purposes.
- Responsible for reviewing and approving of all payroll data on a monthly basis.
- Approve and forward transportation invoices to the Fiscal Department for payment; submit billings for services provided on equipment for outside school districts and agencies.
- Maintain a plan for preventative maintenance for buses and district motor pool.
- Prepare and submit all reports required by State authorities.
- Monitor, inspect and report on above ground fuel tanks.
- Take inventory, mark and dispose of hazardous materials according to State law.
- May operate a school bus in the event there is a driver shortage or emergency.
- Review the OSPI Bus Depreciation system annually to verify the current bus fleet is listed on the report. Make recommendations regarding purchasing and replacement of buses based on this report.
- Other related duties as assigned.
OTHER FUNCTIONS:
- Assist in emergency situations during or after hours.
- May serve on various district committees/and or department work teams.
WORKING RELATIONSHIPS:
Reports to the Executive Director of Finance and Operations. Supervises transportation specialist, mechanics and bus drivers. Interacts regularly with various administrators, support staff, and other district employees. Contacts with individuals outside of the district include frequent contact with Educational Service District 105, Sunnyside Police Department, Schools Insurance Association of Washington (SIAW), Washington State Patrol; occasional contact with school bus vendors and Child Protective Services.
WORKING CONDITIONS:
The daily work is performed in an office setting and at various sites within the district. The job incumbent is often required to: sit for prolonged periods; be exposed to computer display terminal; meet externally imposed and inflexible deadlines; and work long hours beyond normal work day. The incumbent is sometimes required to: attend evening meetings or activities; be accessible during off-hours to return to work in emergencies; and deal with distraught, angry or hostile individuals.
QUALIFICATIONS:
Successful job incumbents will demonstrate a level of knowledge, skills and abilities as listed below.
Education and Experience
Bachelor degree in Business Administration preferred. A combination of education and experience will be considered in lieu of the degree requirements.
Pupil Transportation Management Training Program from an accredited institution preferred.
Transportation department experience
Required Knowledge, Skills and Abilities
Extensive knowledge of Washington State Transportation laws and requirements for buses.
Excellent oral and written communications and human relations skills.
Ability to provide effective supervision and evaluation of employees.
Ability to oversee transportation and motor pool operations.
Knowledge of school bus specifications.
Ability to understand mapping and demographic strategies for creating boundaries and bus routes.
Ability to work closely with schools to determine student and school needs for busing.
Promote school bus safety in driving and behavior management on school buses.
Demonstrate organizational skills.
Ability to use various computer applications (e.g. word processing, spreadsheets, email, databases)
Ability to maintain records and prepare required reports relevant to the operations of the transportation department.
Ability to budget and manage the transportation allocation, other revenue sources and expenses.
Extensive knowledge or willingness to learn the Student Transportation Allocation Reporting System (STARS)
Licenses/Special Requirements
Washington State Drivers License
Class B CDL with School Bus Endorsement
