Region 5 is responsible for project development, construction, improvement, maintenance and operation of the transportation system in eastern Oregon. We are responsible for directing and coordinating project development and construction work on transportation improvements in eastern Oregon.

Duties & Responsibilities
Your responsibilities will include:
- Assembling multi-disciplinary project scoping teams from various technical disciplines.
- Coordinating project scoping process including determining how scoping of specific projects is to be accomplished.
- Preparing scoping reports.
- Preparing the preliminary and final schedule for all projects, using input from the scoping process.
- Assembling and leading core project delivery team to perform preliminary engineering design and development work.
- Managing the master project schedule and keeping project delivery team focused on the project schedule.
- Delivering the project to bid award, as scoped, on schedule and within budget.
- Following the current guidelines, preparing a project PE budget that summarizes the total expected costs for each project element.
- Tracking ongoing expenditures.
- Analyzing budget reports to determine expenses to date for PE and comparing to budgeted amount.
- Reporting budget, verifying and discussing with team members at project delivery team meetings.
- Identifying specific tools and/or equipment needed by project delivery team.
- Preparing monthly project status reports.
- Consulting with project managers throughout PE portion of the project to ensure that appropriate handoffs to the project manager occur, upon completion of the PE phase.
- Recording and documenting all decisions made by the project team for each project.
Working Conditions
- Primarily, this position is in an office environment with extensive computer use.
- Occasional work outdoors at project sites with exposure to extreme hazards of traffic, construction equipment and working in inclement weather conditions walking on rough terrain and stooping or bending around structures or equipment; and may be required to work 20 feet or more above ground/water.
- Long hours may be required including some evening meetings, competing demands, tight time schedules, and simultaneous projects with overlapping deadlines.
- Regular travel within the region and occasional overnight travel statewide is required.
- Frequent contact with elected and local officials, various media, and public in conditions which may be emotionally charged or hostile.
Qualifications, Required & Requested Skills
Minimum Qualifications
You will need:
- A bachelor's degree in construction management, business administration, public administration, architecture, planning or engineering and three years of progressively responsible experience related to the class series concept; OR
- An associate degree (or comparable course work) in architectural, construction or engineering technology; and four and one-half years of progressively responsible experience related to the class series concept; OR
- Six years of progressively responsible experience related to the class series concept.
Special Qualifications
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
