Job Summary

The Minnesota Board of Social Work (BOSW) is a state-wide executive branch agency dedicated to protecting the health and safety of the citizens of the State of Minnesota by regulating the practice of social work. The agency has four divisions including Compliance, Licensing, Communications, and Administration, with 14 employees.  The Executive Director (ED) is responsible for performing all executive duties of the board as outlined in Minnesota Statute 148E and 148D and Minnesota Statute 214. The ED is responsible for managing a $4 million biennial budget. 

 

The ED works collaboratively with a 15-member Board and provides senior leadership, management, and guidance to the agency to ensure the agency carries out its critical public safety legislative mandate under MS 148E. The ED formulates and directs strategies that impact a diverse set of subordinate divisions including Compliance, Licensing, Administration, and Communications. 

 

The ED manages the planning and policymaking functions for developing, implementing, and directing all programs and critical services of the Board. This includes the licensing and regulation of 17,000+ licensed social workers at four primary license types, complaint investigation and resolution, technology management, operations and administration management, development and implementation of policy and legislation.  The ED represents the Board to a diverse group of stakeholders.

 

Qualifications

Minimum Qualifications

  • Graduate degree in social work, public policy and administration, organizational leadership, Juris Doctorate, or related field. If candidate possesses a graduate degree in social work, this must be accompanied by current licensure in the State of Minnesota. 
  • Five years of relevant professional work experience.
  • Demonstrated knowledge of development and implementation of public policy and legislation.
  • Experience in fiscal and asset management, including development of budgets and prioritizing limited resources.
  • Leadership and management skills to effectively manage staff, statutory programs, and operations and make appropriate independent decisions. 
  • Ability to articulate and embody a vision for moving the Board forward in its equity and inclusion commitments, at an organizational and system level in an evolving social landscape.
  • Interpersonal skills sufficient to establish and maintain collaborative working relationships with diverse stakeholder groups while representing the Board on the local, statewide, and national level.
  • Excellent written and oral communication skills including experience in public speaking, correspondence, and drafting policies and procedures. 
  • Ability to apply discretion in sensitive situations.
  • Organizational skills and the ability to manage multiple and competing priorities within required timelines and work effectively in a fast-paced environment.
  • Demonstrated digital literacy.

 

Preferred Qualifications

  • Understanding of the social work profession.
  • Experience working effectively with a Board of Directors Governance model.
  • Executive administrative regulatory experience applying statutes, rules or policies, or similar activities for occupational professional licensure to applicants or similar regulated professionals.
  • Knowledge of existing legislation and regulations affecting activities and programs of the Minnesota Board of Social Work.
  • Legislative experience.
  • Experience with identifying and measuring outcomes and strategic planning.
