General Description of Duties
This is highly responsible administrative work assisting the Executive Director of Tourist Development in providing administration, financial, and leadership responsibilities in the areas of administrative operations, public relations, financial analysis, Tourist Development Council (TDC), and Leon County Board of County Commissioners (BOCC) relations. Work involves providing oversight, analysis, management and recommendations related to the Division's agencies/contractors, such as County concerts, advertising, research, and Leon County Cultural Agency (COCA); assisting with promoting Tallahassee's local tourism and economic development programs through visibility on various community Boards and committees, and activities.
ESSENTIAL DUTIES
Performs financial management of TDC and BOCC Tourism initiatives. Supervises and provides oversight for the preparation of financial reports including bi-monthly, annual, and/or other reports as deemed necessary by the Executive Director. Supervises and provides oversight for the preparation of budgets and other financial reports. Supervises administration of the approximately $6 million Tourist Development Tax budget (i.e., development of budget, release of grant funds following review of qualifying reimbursable expenses, process vendor invoices, review and reconciliation of Department purchasing card). Performs audit of profit/loss statements from Leon County hosted concert at Cascades Amphitheater. Oversees administration of contract with COCA and its deliverables.

Coordinates and updates Proforma statements weekly for Leon County concerts at Cascades Amphitheater. Provides final review and development of all reports and meeting packets, both bi-monthly and annually. Coordinates the preparation, monitoring and implementation of agency contracts with advertising and research agencies. Prepares BOCC agenda items, grant application guidelines, and annual performance objectives.
Coordinates building operations. Maintains efficient operation of building activities with regard to the leasing of conference space for community groups and special events. Provides administrative oversight for all maintenance requests, work orders, and overhead expenditures. Serves as the building operations manager and the designated liaison with the Division of Facilities Management.
Represents the TDC and Executive Director, providing visibility and public relations. Attends special events/community functions, both County sponsored or non-sponsored events. Represents the Division of Tourism and the Executive Director on advisory boards, and/or committees, with county, city, private, and other special interest organizations. Serves as a liaison with other departments within the County (Management and Budget, Purchasing, County Attorney's Office, Finance, Administration, et cetera).

Develops and implements agency performance objectives and performance measures. Develops organizational performance objectives to maximize efficiency and effectiveness. Provides facts and interpretations of objectives and measures to internal and external interested parties. Provides analysis on continually enhancing objectives and measures as industry trends dictate.

KNOWLEDGE, SKILLS, AND ABILITIES
Ability to communicate effectively both orally and in writing. Ability to effectively organize, prioritize, understand and meet deadlines. Knowledge of basic accounting methodologies. Knowledge of local government structure, budget, policies, and operations. Knowledge of local tourism, industry and trends. Ability to analyze information and present detailed policy recommendations. Skilled in operating computer and word processing and spreadsheet applications.
Ability to work effectively with various persons in both public and private sectors.
COMPLEXITY OF WORK
Broad tasks and duties are assigned to this position, which requires the application of initiative, the development of new techniques and procedures, and sound, independent judgment. Must have the initiative to complete a large volume of work, multiple tasks, handle unexpected deadlines and changing priorities. Must have effective critical reasoning skills and pay close attention to details so that issues may be analyzed properly and sound recommendations may be made.
INTERNAL AND EXTERNAL CUSTOMER CONTACT
Internal contact is with various County staff regarding the interpretation and development of recommended policies, procedures, and practices; personnel issues; and the development and routing of agenda items. Communications requires the seeking and exchange of information, persuasion, and the building of consensus. External Contact is with visitors/citizens and private agencies.
EQUIPMENT AND TOOLS USED
Personal computer and various software, typewriter, fax, and adding machine are used.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is usually performed in an office environment while seated as a desk in front of a video terminal in one location.
MINIMUM REQUIREMENTS
Requires graduation from an accredited four year college or university with a Bachelor's degree in Business Administration, Public Administration or a related field and three years of related work experience; one year of which must have been in a supervisory capacity; or an equivalent combination of training and experience.
