Code Compliance Supervisor
General Description of Duties
ESSENTIAL DUTIES
Supervise staff within the Code Compliance Program. Initiate and/or recommend personnel actions, such as hiring, promoting, transferring, and disciplining. Responsible for personnel records and adherence to County Personnel Policies and Procedures. Provide oversight of the maintenance and production of personnel records. Assist in the resolution of personnel and work process issues as necessary to maintain harmonious relations. Provide assistance in solving work related and personnel issues on a daily basis.
Enforce the Regulation of Abandoned Property Registration Program Ordinance 13-07, Article V, Chapter 14-70 and the Refueling Assistance for Persons with Disabilities Program of the Leon County Code of Laws. Review all Abandoned Property Registration Forms and supporting information and materials. Review registration, enforcement activities and site inspections on abandoned properties related to Regulation of Abandoned Property Registration Ordinance, Article V, Chapter 14-70 and the refueling assistance for persons with Disabilities Program of the Leon County Code of Laws. Coordinate and interact with the Banks/Mortgage Companies, Gas Station Owners, Development Support and Environmental Management Divisions, and other County offices to provide effective follow-up to the Abandoned Property Registration Ordinance and Refueling Assistance for Persons with Disabilities Program. Monitor complaints for inspections to ensure compliance prior to referring to code Enforcement Board for resolution or referral to American Disabilities Act (ADA) for investigation.
Coordinate code compliance complaints and inspections, and appropriate follow-up enforcement actions according to department policy. Perform required code compliance inspections 3 to 5 days of receipt of a valid complaint, 90 percent of the time. Make thorough and accurate inspections, with no more than two site visits, to catch inspection inconsistencies. Coordinate routinely with each Division and the Department Director on current and anticipated permitting or code compliance problems and solutions. Take appropriate enforcement action within 3 to 5 working days of observance of a violation. Review enforcement letters for Junk and Litter, Building, Development Services, and contractor licensing, prior to mailing to ensure accuracy and correctness, both grammatically and legally. Make provisions for all complaint calls to be answered and information recorded on the first telephone call. Review routed permits via ProjectDox to appropriate staff after checking permit for correct contractor licensing information.
Acts as the department representative before the Code Enforcement Board, Contractor's Licensing and Examination Board, and Nuisance Abatement Board. Attends Code Enforcement Board, Contractor's Licensing and Examination Board, and Nuisance Abatement Board monthly meetings, with no more than 1 to 2 absences per year from each Board. Anticipates questions to be asked, performs thorough review of cases scheduled to come before the appropriate Boards and provides sufficient information relevant to the codes for which the department is responsible, in order for the Board to make a decision and causing no more than 1 to 2 continuations as a result of inadequate preparation. Receives no more than 2 to 4 verified complaints about the handling of cases before appropriate Boards annually.
Conducts and coordinates special projects as assigned by the Department Director. Develops agendas, memorandum reports, and similar documents with only minor word changes, with no more than 4 to 6 unplanned/unapproved delays annually. Defines successfully special projects work plans and achieves deadlines with no more than 2 to 3 unapproved missed deadlines per year. Receives no more than 2 to 4 verified complaints about the handling of special projects annually.
Provides Division strategic action plan key success factors. Completes work assignments for the Director/Supervisor in an accurate and timely manner by using initiative and interpersonal skills. Provides quarterly reports with a goal of completing inspections/investigations within 48 hours. Provides educational brochures and attends workshops and community meetings with the purpose of educating citizens, neighborhood groups and customers about Development Support and Environmental Management policies and procedures.
OTHER IMPORTANT OR MARGINAL DUTIES
Assists customers and staff in a friendly and courteous manner, with no more than 2 to 4 verified instances of unprofessional or discourteous conduct. Helps identify well thought out and implementable ideas and suggestions for improving departmental operations, processes and procedures, providing suggestions quarterly or within requested time frames.
DIFFICULTY
Employee must be able to make decisions and take enforcement actions independently within the guidelines provided. Potentially confrontational situations occur on a regular basis which may require quick and effective decisions. The employee must be able to handle multiple cases within given time frames. Deadlines may be required by statutory and office policy.

INTERNAL AND EXTERNAL CUSTOMER CONTACT
Employee has daily contact with County Attorney staff, Commission Aides, co-workers County employees, Elected Officials, City employees, and employees in other governmental agencies to follow up on citizen complaints, exchange information, explain or interpret law, et cetera.
TOOLS AND EQUIPMENT USED
Uses personal computer with word processing, specialized software (PETS, Netscape, WordPerfect, WORD, and GroupWise), Cellular Phone, Video Camera, Digital Camera, and other office equipment.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work mainly in doors. Site visits may be required. Standing, walking, sitting, reaching, et cetera.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of conducting title searches, research on corporations, and code enforcement principles, in preparation for Code Enforcement Board. Skill in writing technical reports. Ability to supervise and direct the work of others. Ability to assimilate information, draw conclusions, and recommend a course of action. Ability to plan, organize work and manage time. Ability to communicate effectively both verbally and in writing. Ability to work effectively with numerous representatives in the public and the private sector. Ability to research, interpret and explain various data, reports, and policies. Ability to serve as an expert witness. Ability to interpret code and policies.
MINIMUM QUALIFICATIONS
Requires graduation from an accredited four-year college or university with a bachelor's degree in public or business administration, or a related field and three years of related work experience, two years of which must have been in a supervisory capacity; or an equivalent combination of training and experience.
Necessary Special Requirements:
Must possess a valid Florida Driver's license and a favorable driving record where appropriate.
FLSA STATUS: Exempt. Position performs both exempt and non-exempt work. Position is supervisory and handles special projects. Position may conduct inspections. Position prepares and attends code board hearings, prepare cases, but does not recommend course of action to the Licensing Board.
