Energy Services Specialist
Energy Services Specialist Franklin PUD is searching for an Energy Services Specialist to implement a full range of energy conservation programs for the District's residential, commercial, irrigation, and industrial customers. This position assists customers with energy conservation advice and recommendations, performs audits and inspections, and ensures conservation program requirements are met by contractors. Provides recommendations to management on the design of energy conservation programs in addition to customer relations and public outreach in support of the District's energy conservation programs.
JOB DUTIES AND RESPONSIBILITIES:
Program Administration:
Oversees a portfolio of incentives approved by Bonneville Power Administration (BPA) and the Northwest Power and Conservation Council that are offered to District customers. Implements the District's energy conservation programs for one or more sectors, including residential, commercial, industrial and agricultural. Tracks project work in progress and manages a pipeline of potential future jobs for one or more sectors. Monitor conservation program budget to ensure projects are completed within funding limits. Ensures project files are maintained with applicable documentation for program compliance. Establishes and maintains a positive relationship with District customers by conducting audits with a focus on discussing, analyzing and making recommendations on energy conservation solutions and other related matters. Supports future conservation program development and design by maintaining relationships with District customers, energy conservation contractors and BPA. Provides utility input to BPA on existing and future conservation program offerings. Participates in local and regional technical and policy forums and workshops in support of District and ratepayer interests. Provides necessary information to the Power Department to track conservation program expenditures related to budget and total energy savings from all programs. Performs residential energy audits and inspections that may include blower door, Duct Blaster, Trueflow and data logger tests and analysis. Provides information on energy savings measures and incentives. Inspects completed projects. Conducts pilot projects and research to determine the viability and effectiveness of energy conservation measures offered to District customers. Provides information to customers on small distributed generation projects such as residential solar systems.
Presentation and Expos: Executes or assists the Public Affairs staff with demonstrations and educational sessions on energy efficiency/conservation measures. Responds to requests for learning opportunities that can be provided by the Energy Services Department.
Responsible for Equipment: Maintains District-owned audit and inspection and community education equipment, assesses needs for replacement, upgrades, routines service and repairs.
Representation: Represents Energy Services at District meetings and the District at meetings within the region. Training: Attends training as necessary for the position and the benefit of District customers. Performs other duties as assigned.
JOB SPECIFICATIONS:
Education and Experience:
An associate degree in business administration, engineering technology or related field. Equivalent work experience, training and education may substitute for the degree. Five years relevant energy conservation experience is required. Electric utility experience is preferred. Bilingual (English/Spanish) preferred. WA State Driver's License is required. Successful completion of Bonneville Power Administration Residential Energy Auditor and Inspection certification within one (1) year of hire is required.
Essential knowledge and abilities:
Ability to maintain current knowledge of energy conservation program rules, regulations, requirements and restrictions. Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, work independently with minimal direction, and meet deadlines. Must possess analytical skills, including proficiency with spreadsheets, word processing and presentation programs in a Windows environment; with capability of acquiring additional or advanced software skills. Possesses computation/math skills necessary for formulae used to calculate heat loss, energy efficiency or other related services. Ability to communicate effectively, both orally and in writing. Ability to read basic architectural and engineering plans, collect and analyze data and maintain accuracy of contracts. Capable of exercising independent judgment.
