Appraiser I/II/Senior
The County of El Dorado is recruiting applicants for Appraiser I/II/Sr.
This recruitment will establish a list for the purpose of filling current and future vacancies for up to three (3) months.

We currently have the following vacancies:
- One (1) full time vacancy in the Assessors Office located in South Lake Tahoe
- A training and experience evaluation may be utilized to determine an applicant's ranking for referral to specific vacancies. Based upon the information in the application and/or responses to supplemental questions, the applicant's education, training and experience will be evaluated using a pre-determined formula.
Definition:
Under general supervision, performs a variety of professional commercial, industrial, residential and agricultural appraisals for taxation purposes.
Distinguishing Characteristics:
This is a multi-level class in which incumbent may be assigned to any of three levels, depending upon proficiency gained and responsibilities delegated. The work involves appraisal of a variety of personal and real property for taxation purposes. Initially incumbents work under close supervision while learning the skills to become state certified. Once certification and the requisite experience is achieved, incumbents may advance to the II level in the series. At the Senior level, the most complex commercial and industrial appraisals are performed, or incumbents may provide specialist support within the office. This class series is further distinguished from the Auditor/Appraiser series in that the latter classes audit business' financial records in addition to appraising business assets.
Examples of Essential Functions
- Appraises industrial, commercial, residential and/or agricultural properties, and/or other real and personal for taxation purposes.
- Analyzes, interprets and documents all required information to derive equitable and justifiable property appraisals for industrial, commercial. residential and/or agricultural properties.
- Conducts field inspection of property site to collect and verify property data.
- Interviews property owners and other relevant parties to obtain and verify property data.
- Reads and interprets a variety of maps and aerial photographs to ascertain boundaries and condition of industrial, commercial, residential and/or agricultural properties.
- Reviews and interprets accounting records to ascertain gross and net income for capitalization into an estimate of value.
- Allocates appropriate value to different portions of property parcels based on topography, vegetation, soil use and capability of use.
- Adjusts property values for property splits based on allocated values of subject properties.
- Acts as information source to property owners and other interested parties at the public counter and over the telephone; explaining appraisal and appeal procedures to the taxpayers.
- Compiles and organizes Assessor Office records for presentation at Board of Equalization hearings; attends and participates in such hearings.
- Applies the Revenue and Taxation code to determine taxable value for annual and supplemental rolls.
- Attendance and punctuality that is observant of scheduled hours on a regular basis.
- Performs other duties as assigned.
Education & Experience Requirements (typing "See Resume" in application will not be accepted)
- Where college degrees and/or college course credits are required, degrees and college units must be obtained from a regionally accredited college or university. Courses from non-regionally accredited institutions will not be evaluated for this requirement.
Appraiser I:
Must meet education/experience criteria for Permanent Certification as outlined in the State of California Board of Equalization Property Tax Rules, Rule 283, Sections a.2-3.
Appraiser II:
In addition to the above, one year of varied property appraisal experience at a level equivalent to the County's class of Appraiser I and possession of a valid appraiser's permanent certificate.
Senior Appraiser:
In addition to the above, two additional years of journey level appraisal experience at a level equivalent to the County's class of Appraiser II and possession of an advanced appraiser's certificate issued by the State Board of Equalization. Progression to this level will depend upon the depth and breadth of experience with complex commercial, industrial and agricultural appraisals.
Other Requirements:
- Must possess and maintain a valid driver's license and automobile liability insurance meeting legal requirements. Must possess or immediately apply for a temporary appraiser's certificate issued by the State Board of Equalization (R & T Code section 673).
- Must obtain a valid appraiser's certificate within one year of employment and maintain certifications thereafter.
Knowledge of:
- Principles and practices of property appraisal for tax assessment purposes.
- California Revenue and Taxation Code governing the appraisal of commercial, industrial, residential, agricultural and special purpose properties.
- Applicable laws and regulations.
- Business computer applications related to the work.
- Techniques for dealing with the public, often where relations may be strained.
- Office administrative practices and procedures.
Skill in:
- Analyzing, interpreting and verifying appraisal data.
- Applying appropriate methods, practices, procedures and regulations in commercial, industrial, residential, agricultural and special purpose property appraisal.
- Explaining assessment procedures and determinations to taxpayers.
- Assigning accurate and equitable fair market value to property for taxation purposes.
- Exercising sound independent judgment within established guidelines.
- Preparing clear and concise reports, correspondence and other written materials.
- Organizing and prioritizing work and meeting critical deadlines.
- Maintaining accurate records and files.
- Establishing and maintaining effective working relationships with those contacted in the course of the work.

Environment:
Work is primarily performed outdoors in all weather conditions with occasional exposure to heights, hazardous substances and airborne hazardous substances. Work occasionally performed in a standard office setting.

Primary functions require sufficient physical ability to work outdoors on flat and uneven/slippery surfaces; occasional work in an office setting with the ability to operate office equipment; vision in the normal visual range with or without correction sufficient to read printed documents and computer screens and to operate equipment; hear in the normal audio range with or without correction. Frequent sitting; wrist and arm motions and upward/downward flexion of neck; fine finger dexterity of both hands, ability to grasp and hold; lifting, carrying or pushing objects that weigh up to 15 lbs. Occasional standing and walking, Infrequent bending, lifting, carrying or pushing objects that weigh more than 15 lbs.
