$22.73 - $27.23 The City of Yakima needs an experienced Safety & Training Coordinator to conduct education and training on workplace safety. Requirements: High school/GED & 4 years safety administration, compliance or regulatory experience. Vocation Certificate, Associate in Arts or Bachelor of Arts in a related field may sub for 2 years experience. Ideal candidates will possess Defensive Driving and/or Hazard Communications Instructor Certificate.
Job Summary:
Under limited supervision is responsible for developing, coordinating and administering a comprehensive safety and training program including the creation of structures and protocols that address safety and injury prevention. Provides or coordinates instruction on a wide variety of topics including training of Public Works staff. Maintains safety and training related records and creates executive communication pertinent to equipment, personnel, financial or program activities important to ensure safety of personnel and assets. Compiles and analyzes data, and makes recommendations based on the analysis, prepares safety and training related reports including but not excluding reports related to other city departments such as City Manager's Office, Human Resources and Finance. Work is performed with considerable latitude for initiative and independent judgment and is reviewed through direct observation, results achieved, reports, conferences and performance evaluations. Reports to the Public Works Director.
Essential Functions:
Identifies Department/Division safety and training needs and provides or coordinates instruction on vehicle operation and defensive driving skills; Commercial Driver's License program; pesticide and herbicide handling, storage, and disposal; hazardous material and hazardous waste handling, storage, and disposal; chemical communication and other industrial and office safety topics.
Provides leadership, support and coaches management in the planning, development, delivery and evaluation of safety policies, programs and training. Develops policies, procedures, protocols and any other written guidance that ensures safety of personnel and equipment.
Monitors and verifies compliance with State and Federal regulations and WISHA and OSHA, Workers Compensation, Department of Transportation and local standards. Through direct line of communication with the Director, this position ensures that responsible managers and supervisors are aware of these regulations and their impacts on operations.
Provides safety-related information and new employee safety orientation to personnel. Plans and conducts regular division and department safety and training meetings. Performs any follow-up required and coordinates work with HR to assist in safety activities such as; maintaining injury logs, preparing OSHA (Occupational Safety and Health Administration) reports and ensuring safety postings are up to date in the Public Works Department.
Maintains safety and training related data and records. Monitors employee licensing for compliance with regulations and ensure required licenses are current; notifies Division Managers and employees of renewal needs. Prepares all required safety and training reports for the Department.
Represents the Department in various safety and training organizations and campaigns, including the City of Yakima's Executive Safety Committee; serves as the chairperson for the Public Works Safety Committee. This position may have to provide oral and written reports to City Council.
Investigates motor vehicle accidents, work related injuries and occupational diseases, analyzes supervisor reports to determine cause of accidents and future prevention measures. Functions as the liaison between Human Resources and divisions for the processing of industrial injury claims. Reviews reports with injured workers and supervisors; monitors submission of reports to regulatory agencies for timeliness. In conjunction with Human Resources, assists in processing industrial insurance claim forms and related reports. Assists supervisors with providing modified/light duty assignments with guidance from Human Resources.
Works with the City's Legal Department and insurance association to address and follow up on damage claims filed against the City's Public Works Divisions; works to seek reimbursement to the City's Risk Management Fund for damages to Public Works property. In this capacity, this position will be asked to create and monitor cost centers to ensure revenues and expenses are accurately reported.
Administers special safety-related programs, as identified and needed per division. Updates and maintains Public Works' Emergency and Safety Plans.
Ensures that first aid kits are properly stocked, and that adequate vehicle emergency equipment is on board. Ensures defibrillators and fire extinguishers are properly installed and maintained.
Ensures each division maintains a list of hazardous materials used by each division as required by statute and provides training in the use of access to electronic Safety Data Sheets (SDS).
Conducts impromptu walk-through inspections to note hazards and unsafe working conditions; reports violations to division/department manager, and follows up with recommendations to implement corrective measures. Provides on-the-spot counseling to employees' engaged in unsafe acts. Assists in WISHA safety inspections as department representative; monitors findings, requirements and changes required for compliance; drafts reports as necessary.
Researches and conducts job hazard analyses including identifying and recommending solutions for workplace perils and risks; implements as needed to reduce the risk of loss to City assets, operations, employees and customers. Understands the worker's compensation program and makes recommendations to prevent work related injuries.
Prepares and monitors department's budget for safety program. Purchases required safety/training supplies and materials in accordance with City policy; coordinates employee reimbursement for authorized safety-related purchases. Monitors activities of contracted safety trainers for Public Works. May provide City-wide training or assessment as necessary.
Requires regular and reliable attendance.
Performs other related duties as assigned.
