OPERATIONS SUPERVISOR

$82,409.60 - $100,297.60 Annually

 The City needs a supervisor experienced with grants and funding from the US Housing and Urban Development (HUD) related to Community Development Block Grants (CDBG) and HOME funds to oversee program administration and compliance.

MINIMUM REQUIREMENTS:

Associate’s Degree from an accredited college or university and (5) years of progressively responsible work experience in the administration of federally funded or other grant program with an emphasis on state and/or federal community development and experience with federal Housing and Urban Development (HUD) guidelines.  Previous lead or supervisory experience is preferred.

Two (2) years additional experience with HUD guidelines and a high school diploma may substitute for required education.

Under limited direction assists, coordinates, and facilitates multiple federal grants, primarily housing and urban development grants. Monitors federal grant awards, subrecipient contracts and environmental review records for compliance. Assists developers, subrecipients and Community Housing Development organizations with funding housing projects. Supervises, trains, and evaluates work and performance of operations staff.

Essential Functions

Assists Manager in planning, organizing and directing new and existing programs; authorizes program applicant eligibility; maintains currency in program changes and requirements.

Provides a variety of assistance to developers, subrecipients and Community Housing Development organizations with funding for housing projects.

Monitors subrecipient contracts and maintains compliance requirements, reporting and recordkeeping requirements, and performance; audits files; performs on-site audits; interprets governing regulations.   Monitors contractor and sub-contractor procurement procedures.  Monitors federal ERR (Environmental Review Records) documents for various funding programs for compliance.
