The Board of Directors of the Benton-Franklin Workforce Development Council (WDC) are in search of an Executive Director who will serve as the Chief Executive Officer (CEO). The CEO is responsible for leading the WDC's efforts to coordinate local workforce development programs, provide leadership and guidance to the management team of the local employment and training One-stop center (WorkSource), coordinate youth focused work opportunities, and update and execute a local workforce investment plan.

Education/Experience - Bachelor's degree from a four-year college or university; in the fields of Public or Business Administration, Social Sciences, Education Administration or related field. Requires at least seven (7) years progressively responsible management experience in a social services or private non-profit agency, including experience working with Boards, Commissions and other policy-making officials. Management experience in a directly related organization is preferred. Experience and knowledge of the Workforce Innovation and Opportunity Act (WIOA) and the Workforce Development System is preferred.

Major Responsibilities
•    Provides the WDC Board of Directors with information, recommendations, guidance and support that leads to effective planning and policy-making.
•    Identifies and encourages qualified individuals from the public and private sectors to seek appointment to the WDC Board and/or its committees.
•    Articulates key policy issues, concerns, and opportunities so that the council is empowered to make well-informed decisions.
•    Responsible for working with WDC staff to ensure that the necessary resources and organizational structures are in place to enable the successful execution of the mission and goals of the organization.
•    Develops and executes a communication strategy that is focused on successfully informing the citizens of Benton & Franklin Counties of the resources and capabilities available to Job Seekers and Employers.
•    Responsible for day-to-day management of the WDC office and staff, responsibilities include team leadership, recruitment, retention, recognition and rewarding of staff; coaching and developing individual staff members to their fullest potential.
•    Develops and maintains a strategic planning process that identifies the current and emerging Workforce Development needs of local employers and job seekers, advocates for effective public policy that results in successful workforce development programs in the Workforce Development area.
•    Actively pursues opportunities for obtaining state and federal funding grants that will support job seeker development.
•    Interacts strategically and communicates effectively with a wide variety of local and regional business, government, and economic development representatives to champion workforce development and opportunity. Act as a lead champion in our community for Workforce Development.
•    Insures that all business operations of the Workforce Development Council are conducted in a manner that is consistent with all State and Federal requirements.

•    Demonstrated leadership skills using the team concept and appropriate empowerment skills to create a work environment that fosters productivity, team-work and dedication to the mission and vision of the organization.
•    Proven ability to ensure clients will receive the best possible service and assistance from a motivated and skilled staff.
•    Proven ability to provide honest and constructive performance feedback, leadership, and mentoring in such a manner that it enables staff to be consistently focused, motivated, and empowered to perform their activities with excellence.
•    Proven ability to strategically plan, budget, and allocate funding resources efficiently.
•    Demonstrated ability to manage, hire, mentor, motivate, and lead a team of dedicated professionals through effective team\personal communication.
