Annual Salary: $105,070 to $128,079 based on the current Administrative Employee Salary Schedule and depending on experience. Salary will be prorated based on start date.

Job Description
Job Title: Finance Officer/Business Manager
Reports To: Superintendent
FLSA Status: Exempt
JOB SUMMARY:
The Financial Officer/Business Manager serves as a strategic advisor and thought partner in collaboration with the management team for the multiple facets of Baker School District such as Communications, Baker Charter Schools, Baker Technical Institute, Baker Virtual Academy, Baker Early Learning Center, Oregon International School, etc. The Financial Officer/Business Manager stewards the short and long term prudent fiscal operations of the school district, and provides leadership, strategic vision and high level analysis of the district’s finances.
The Financial Officer/Business Manager is responsible for results in terms of effectiveness in planning, policies, and programs, and for the achievement of District goals and objectives. The Financial Officer/Business Manager oversees the activities of the Print Shop and the Food Service program to ensure efficient operation of the school district. The Financial Officer/Business Manager’s work is guided by and must comply with federal and state law, accounting principles, state auditor requirements, operational direction of the Superintendent, policy direction of the school Board, and compliance with state and local regulatory agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned. 1. Advise management on short-term and long-term financial objectives, policies, and actions. 2. Coordinate and direct the financial planning, budgeting, procurement, or investment activities of all or part of an organization. 3. Analyze the financial details of past, present, and expected operations to identify development opportunities and areas where improvement is needed. 4. Perform a variety of revenue forecasts and cash flow analysis; prepares revenue and expenditure projections; invests funds for safety of principal, liquidity, and for maximum return. 5. Evaluate needs for procurement of funds and investment of surpluses and make appropriate recommendations. 6. Anticipate and develop strategies and programs that respond effectively to anticipated needs and the changing educational environment. 7. Encourage innovations. Analyzes data to improve school operations. Serves as an information resource. 8. Hire, supervise, provide direction, assign duties, compile reports, and monitor results of the Business Office personnel (i.e. accounts payable and the payroll/benefits functions) and provide annual written evaluations. 9. Supervise and monitor the daily, monthly and annual accounting and financial functions of all district funds and reporting procedures; Maintain records of all financial documents with appropriate supporting material and coding. 10. Prepare analysis of program costs and methods of financing, including long range projections of requirements. 11. Manages banking services and short-term borrowing for the District. Financial Officer/Business Manager Page 2 12. Coordinate all District grant accounting and financial reporting; Coordinate the year-end independent audit. 13. Work with the Superintendent to provide the Board, community and bargaining committees needed District financial data; Interpret the financial concerns of the District to the Board and community. 14. Assist the Superintendent/Board in the negotiation and administration of labor contracts for both BEA and OSEA, which includes, but is not limited to the following duties: • Attend and prepare the agendas, minutes and the financial impact of proposals for all negotiation sessions. • Monitor the implementation of the existing bargaining agreements. • Monitor changes in state and federal rules and regulations in regards to the impact on existing contract language. • Develop trend data analysis to be shared with the negotiating committees. 15. Coordinate and prepare the District’s fixed asset inventory and the report required to comply with GASB 34. 16. Supervise and coordinate purchase orders and accounts payable functions ensuring expenditures are charged to appropriate accounts. 17. Serve as Budget Officer for the District. 18. Develop budget guidelines, supervise and coordinate the preparation of the budget, and assist key administrators in preparing, interpreting and applying their individual building budgets. 19. Assist in the presentation, justification and preparation of additional analysis required to understand the budget proposal for action by the Board. 20. Coordinate, process and control the transfer of budgeted funds. 21. As the Business Manager, will work under the direction of the Superintendent to issue contracts to vendors, renters, and other individuals or groups according to Board policy. 22. Assist in the preparation and processing of bids, bid calls, and price quotations for the District; Assist in all preconstruction planning; Coordinate utility services and easements. 23. Review and approve payment of bills submitted by architects and contractors. 24. Receive and file proper and appropriate insurance policies and bonds related to construction projects. 25. Contract for financial underwriting services and serve as the District representative in the sale of bonds and in the development of proposed bond debt service and tax levy rates; Certify tax levies. 26. Communicate and collaborate with a variety of District administrators and personnel, and City, County and State departments or agencies to coordinate activities, resolve issues or concerns and exchange information. 27. Maintain an insurance program through an agent-of-record for property, liability, and fidelity coverage. 28. Coordinate the district’s risk management program and supervises the district’s worker compensation insurance program. 29. Provide information, prepare periodic reports, and maintain all necessary records as requested by the Administration, Department of Education, and the District’s outside auditors. 30. Calculate and forecast enrollment growth for the District. 31. Provide the Superintendent financial trend data for the District and each enterprising sector. 32. Ensure compliance with District, State, and Federal laws, rules, and regulations. 33. Work with financial software vendor and users of accounting data and make recommendations for modification/enhancements to computerized systems. 34. Maintain confidentiality in all areas. 35. Perform other duties and responsibilities as required by the Superintendent or Board and act as an advisor to the Superintendent on all questions relating to the business and financial affairs of the District.
MARGINAL DUTIES AND RESPONSIBILITIES: Marginal duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned. 1. Attends staff meetings and regular and special board meetings 2. Serve on building and District and school committees and councils. 3. Report issues to authorities as necessary, animal control, suspicious activity, etc. 4. Reports safety, sanitary and fire hazards immediately to supervisor.
SUPERVISORY RESPONSIBILITIES: Train, direct and supervise employees performing financial reporting, accounting, billing, collections, payroll, and budgeting duties and others for whom the Financial Officer/Business Manager is responsible.
QUALIFICATIONS:

Education and/or Experience:
Bachelor’s degree in business/accounting; Master’s in Business Administration preferred; Governmental accounting experience preferred and have the ability to perform difficult accounting work requiring independent judgment and initiative; Experience in accounting procedures and budget oversight of school or public/municipal financial operations or equivalent experience in corporate setting; Experience with computerized financial management systems; Knowledge of the principles and practices of effective supervision and personnel management in addition to the experience in supervising staff in accounting operations; Experience in coordinating an internal audit process; Experience in monitoring federal grants and/or special projects; Ability to develop systems that improve work flow and insure accuracy in reporting; Supervisory experience which demonstrates possession of the knowledge and abilities necessary to perform the duties of the position.

Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
Computer Skills: Proficiency in the usage of accounting, database software, internet software, e-mail and word processing software; Ability to proficiently use the following programs strongly preferred: MS File Explorer, MS Word, Infinite Visions, MS PowerPoint, Publisher and Excel; Ability to type accurately and proficiently.
Other Skills and Abilities: Ability to train, supervise and build strong team relationships; Ability to appropriately communicate with staff at all levels and others including vendors, law enforcement and other agencies; Ability to exercise good judgment and work in an environment with frequent interruptions and competing priorities.
Memberships, Certificates, Licenses: Maintain membership in the Oregon Association of School Business Officials; Certificates as determined by the District including a valid Oregon Driver License; Yearly completion of SafeSchools online training required.
