Director of Property Management for Aspen Estate

Responsible for directing and for hands-on involvement in the maintenance and repair of buildings, grounds, and equipment; hiring, training and supervising facilities staff, including: scheduling, creating assignments and monitoring performance; researching, selecting and evaluating vendors; and negotiating vendor proposals and auditing vendor invoices.
Qualifications: executive and hands-on experience at private estate or hotel in engineering and facilities management, including landscaping, irrigation, electrical, HVAC and snow removal. Full
time position with paid vacation, health insurance and other benefits.
PRINCIPAL DUTIES:
1. Oversee administration, management, contract compliance and maintenance of all HRA-owned developments and other properties the HRA manages under contract.
2. Conducts reviews, studies, and evaluations of management operations and standards, including development of new concepts for improvement of departmental performance.
3. Draft and recommend to Executive Director necessary local policies and procedures to improve or keep current the Authority’s management operations. Implement Board approved additions or changes to HRA management policy and procedures.
4. Manage the operational and fiscal activities of the department to include: staffing levels, budgets and financial goals.
5. Recruit, manage, develop and evaluate staff by providing timely mentoring, training and performance management. Complete required paperwork in accordance with Agency policy.
6. Develop, implement and monitor preventative maintenance and capital improvement plans for all properties under HRA management. Administer web-based state Capital Planning System and Capital Improvement Management System for HRA and other Massachusetts housing authorities with property under HRA management.
7. Work closely with HRA Procurement Officer to ensure that services and products are purchased in accordance with federal and state law and best practices to maximize efficient use of resources.
8. Supervise Property Management staff and review/monitor their performance for professional conduct with tenants, other staff consistently within the HRA policy.
9. Attend appropriate federal, state, quasi-public, private, and local housing meetings and be primary contact person with state program representatives as well as entities to which the HRA provides property management services under contract.
10. Attend HRA Board meetings and provide timely written reports to support Board committees focusing on management section matters when necessary
11. Perform other duties as required and as assigned by the Executive Director
